Trigger Leads: A Win on Paper - Now the Real Work Begins
Over the past year, the National Association of Mortgage Brokers (NAMB) achieved something this industry has been fighting for decades:
federal trigger leads legislation passed unanimously in both the House and Senate-and signed by the President.
That is no small victory. It confirms what originators have long argued: trigger leads harm consumers, distort competition, and undermine trust in the mortgage process.
But legislation on paper and protection in practice are not the same thing.
Our Concern: Enforcement
The logical federal enforcement body-the Consumer Financial Protection Bureau (CFPB)—is a shell of what it once was. A recent video call showed the building completely empty. Regardless of politics, enforcement requires real people, real oversight, and real consequences.
Our concern is simple:
Federal trigger lead legislation may lack teeth without meaningful enforcement.
CAMP's Strategy: Stronger State-Level Action
This is exactly why CAMP is pushing for stricter enforcement at the state level.
We are actively working with CAMP-friendly California legislators who are planning to introduce state-level trigger lead legislation this year, designed to close enforcement gaps, impose real accountability, and protect both consumers and originators.
This is one of the clearest ways CAMP supports originators and protects the integrity of our industry.

When federal enforcement is uncertain, California leadership matters more than ever.
As Chair of the Government Affairs Committee for the California Association of Mortgage Professionals (CAMP), I want to update you on HR 6047 – the Sharri Briley and Eric Edmundson Veterans Benefits Expansion Act of 2025.
CAMP joins the National Association of Mortgage Brokers (NAMB) in opposing this bill as it is currently written.
What the bill does:
- Increases benefits for surviving spouses by $10,000 per year.
- Removes the subsequent-use VA funding fee exemption for veterans who are less than 70% disabled.
While we strongly support improving benefits for surviving spouses, we have serious concerns with the approach taken in this legislation.
Our key concerns:
- Disability ratings are subjective and often do not reflect a veteran’s true condition or service-related sacrifice.
- Impact is vastly understated. Supporters claim ~30,000 veterans would be affected; more accurate estimates exceed 1,000,000 veterans.
- The “no increase since 1993” claim is false. Surviving spouse benefits have increased annually alongside veterans’ COLA adjustments at the same percentage.
- The bill removes an earned benefit from many veterans—one they qualified for through service to our country.
A better solution:
CAMP supports an alternative that would:
- Increase surviving spouse benefits to 100% of the veteran’s benefit.
- Provide more than a $10,000 annual increase to spouses.
- Result in a net $0 cost to the VA program.
- Preserve existing benefits for veterans instead of taking them away.
This is a smarter, fairer solution that honors both veterans and their surviving spouses without unintended harm.
